What does 100 percentile mean?

NTA calculates percentile separately for every shift, and the highest scorer in each shift always gets 100. Candidates with exactly that top score share it. That is why 100 percentile does not mean 300 out of 300, and why the count changes every year. All India Ranks then break ties among 100 percentile candidates using NTA’s tie-break rules.
